They, like all other officials cited in this article, were granted anonymity due to the sensitivity of the discussions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dmitriev labeled the report of the proposal as <a href=\"https:\/\/x.com\/kadmitriev\/status\/2035043059918909702\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;fake&#8221;<\/a> in a post on X.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nevertheless, the sheer existence of such a proposal has sparked concern among European diplomats, who worry Moscow is trying to drive a wedge between Europe and the U.S. at a critical moment for transatlantic relations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. President Donald Trump has voiced anger over the refusal of allies to send warships in the Strait of Hormuz. On Friday, he&nbsp;<a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116261796648776538\" target=\"_blank\" rel=\"noreferrer noopener\">lambasted<\/a>&nbsp;his NATO allies as &#8220;COWARDS\u201c and said: &#8220;we will REMEMBER!&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House declined to comment. The Russian Embassy in Washington did not respond to a request for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One EU diplomat called the Russian proposal &#8220;outrageous.&#8221; The suggested deal is likely to fuel growing suspicions in Europe that the Witkoff-Dmitriev meetings are not delivering concrete progress toward a peace agreement in Ukraine, but are instead seen by Moscow as a chance to lure Washington into a deal between the two powers that leaves Europe on the sidelines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Thursday, the Kremlin said that the U.S.-mediated Ukraine peace talks <a href=\"https:\/\/www.politico.eu\/article\/russia-ukraine-peace-talks-stalled-iran\/\">were &#8220;on hold.&#8221;<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia has made various proposals about Iran to the U.S., which has rejected them all, another person familiar with the discussions said. This person said the U.S. also rejected a proposal to move Iran\u2019s enriched uranium to Russia, which was <a href=\"https:\/\/www.axios.com\/2026\/03\/13\/iran-nuclear-uranium-trump-russia-putin\" target=\"_blank\" rel=\"noreferrer noopener\">first reported by Axios<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia has expanded \u200cintelligence-sharing and military \u200bcooperation with \u200bIran since the war started, a person briefed on the intelligence said. TheWall Street Journal first <a href=\"https:\/\/www.wsj.com\/world\/russia-is-sharing-satellite-imagery-and-drone-technology-with-iran-0dd95e49\" target=\"_blank\" rel=\"noreferrer noopener\">reported the increase<\/a> and wrote that Moscow is providing satellite \u2060imagery and \u200bdrone \u200btechnology to help Tehran target U.S. forces in the region. The Kremlin called that report&nbsp; <a href=\"https:\/\/www.reuters.com\/world\/china\/kremlin-says-wsj-report-russia-sharing-drone-technology-with-iran-is-fake-news-2026-03-18\/\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;fake news.&#8221;<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump hinted at a link between the intelligence-sharing with Iran and Ukraine during a recent interview <a href=\"https:\/\/x.com\/ywnreporter\/status\/2032457757496930799?s=46&amp;t=-QCN9NEV0k3qGfzl-43p3w\" target=\"_blank\" rel=\"noreferrer noopener\">with Fox News<\/a>, saying that Russian President Vladimir Putin &#8220;might be helping them [Iran] a little bit, yeah, I guess, and he probably thinks we&#8217;re helping Ukraine, right?&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. continues to share intelligence with Ukraine, even as it has reduced other support. Washington <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-zelenskyy-us-saudi-arabia-ca9630cdccb0a8b904a77d6e134690b6\" target=\"_blank\" rel=\"noreferrer noopener\">briefly paused<\/a> the exchanges last year after a disastrous Oval Office meeting between Trump and Ukrainian President Volodymyr Zelenskyy. That abrupt halt to U.S. intelligence sharing triggered a chaotic scramble among allies and exposed deep tensions in the partnership with Kyiv.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One European diplomat sought to downplay the risk of the Russian proposal, noting that French President Emmanuel Macron had said in January that \u201ctwo-thirds\u201d of military intelligence for Ukraine is now provided by France.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, intelligence-sharing remains a last crucial pillar of American support for Ukraine after the Trump administration stopped most of its financial and military aid for Kyiv last year. Washington is still delivering weapons to Ukraine but under a NATO-led program where allies pay the U.S. for arms.
