WASHINGTON, D.C.<\/strong> \u2013 Today, following its victory<\/a> that resulted in the disbanding of the Department of Homeland Security (DHS) \u201cHomeland Intelligence Experts Group,\u201d America First Legal (AFL) is releasing the first tranche of the group\u2019s internal meeting notes, exclusively obtained from litigation. This is the first installment of #DeepStateDiaries, a multi-part series of releases including newly obtained documents.<\/p>\n\n\n\n

As part 1, newly obtained documents reveal that the advisory committee that included John Brennan and James Clapper discussed ways for DHS to increase efforts to collect intelligence on Americans across the country, including attempting to \u201cget into local communities in a non-threatening way.\u201d <\/strong><\/p>\n\n\n\n

By the time the Homeland Intelligence Experts Group was announced in September 2023, the Group had already been meeting for as long as four months. However, during that September meeting, the Group held a discussion on \u201cCollection Posture and Associated Challenges,\u201d where a Group member (likely someone from DHS) complained that there was \u201cno mandate for state land local partners\u201d to collect information which resulted in \u201climited access in I&A.\u201d <\/p>\n\n\n\n

They continued that while \u201csupport for this mission set has varied,\u201d it had \u201cchanged after January 6th,\u201d as their mission to combat domestic terrorism gained \u201cdepartmental support\u201d and \u201cpolitical\u201d support.<\/p>\n\n\n\n

However, DHS has very limited authority to engage in intelligence collection, constrained by the Constitution and federal law. <\/p>\n\n\n\n

The Group noted that the \u201cSee Something, Say Something\u201d campaign after 9\/11 fell short because \u201cAmericans have an ambivalent feeling of telling on each other.\u201d The problem, as one attendee phrased it is, \u201cHow do we get into local communities in a non-threatening way? How do people safely report a concern about their neighbors?\u201d <\/p>\n\n\n\n

The next speaker replied by asking if there was \u201can ambiguous approach\u201d to getting into communities to gather information. This particular speaker lamented that DHS did not have a broad enough reach into communities. <\/p>\n\n\n\n

Disturbingly, the meeting notes go on to discuss reclassifying political dissent as a \u201cpublic health\u201d crisis.<\/strong><\/p>\n\n\n\n

The very next speaker proposed another solution: reclassify \u201cconcerning\u201d behavior into the \u201cpublic health catcher\u2019s mitt\u201d so that \u201cmother[s] and teacher[s]\u201d feel comfortable coming forward. <\/p>\n\n\n\n

Indeed, the Brennan-Clapper Intelligence group suggested that the best way to combat domestic extremism is to get mothers and teachers to turn in their children or students to the federal government under the guise of \u201cpublic health.\u201d <\/p>\n\n\n\n

The Group highlighted Denver\u2019s \u201cbehavioral analysis response\u201d as a potential solution and an \u201cambiguous approach.\u201d<\/p>\n\n\n\n

Where DHS lacks capabilities and cannot convince mothers and teachers to report their own children, one contributor suggested that DHS should turn to corporate America as a resource:<\/strong><\/p>\n\n\n\n
